NEET UG 2024 COUNSELLING PROCESS for: 15% All India Quota seats MBBS/ BDS Seats of States (participation of the Union Territory of J&K is subject to their contribution of seats), 100%MBBS/ BDS Seats of BHU, 100% MBBS Seats of AIIMS across India, 100% JIPMER seats (Puducherry/ Karaikal), 100% AMU 85% of State Quota seats of DU/ I.P University (VMMC/ ABVIMS/ESIC Dental), 100% -Faculty of Dentistry (Jamia Milia Islamia) along with 5% internal Quota of Jamia students 15% IP quota seats of ESIC. The NEET UG 2024 Counselling for successful candidates under 15% All India Quota seats and all seats of Deemed Universities/Central Universities/Seats of ESIC & AFMC including Delhi University (DU), BHU & AMU will be conducted by the Directorate General of Health Services (DGHS) on behalf of Medical Counselling Committee (MCC) tentatively in second week of June for admission to MBBS and BDS Courses . The counselling for admission in seats under the control of other States/ Universities/ Institutions shall be conducted as per the notifications issued separately by the authorities concerned. The admitting/counselling authorities will draw merit list of the candidates in the respective categories, declared by the candidates at the time of applying for admission/counseling.
Counselling for Seats Under 15% All India Quota and all seats in Central Institutions Including AFMC, ESI, Delhi University (DU), BHU & AMU and Deemed Universities
- Online counselling would be conducted by the Medical Counselling Committee of the Directorate General of Health Services. Information for online counselling would only be available on Medical Counselling Committee (MCC) website (www.mcc.nic.in). Qualified candidates are advised to read the counselling related information carefully and understand the course of action to be taken by them for appearing in the Counselling. The counselling of NEET UG 2021 for 15% All India Quota seats will be conducted in two rounds and the counselling for Central & Deemed Universities will be conducted in three rounds First Round, second Round and Mop-Up Round. Any query related to 15 % All India Quota, Central Institutions including AFMC, ESI, Delhi University (DU), BHU & AMU and Deemed Universities Counselling may be referred to the following.

Counselling for seats other than 15% All India Seats
- Candidates wishing to apply for admission in State Medical Colleges/ Universities/Institutions using merit list of NEET (UG) – 2024 shall follow the instructions of the State Government and/or authorities of the Medical/Dental colleges/Institution/University concerned for counselling. Counselling for Private Medical Colleges (except Deemed) will be with the respective State Governments.
- The admitting/counselling authorities will draw merit list of the candidates in the respective categories declared by the candidates at the time of applying for admission/counselling. The NTA will not make any change in candidates’ data after the opportunity for the same is closed. In no case, the change of data submitted by candidate in the online Application Form shall be made by NTA, after declaration of result.
- In the application form, categories of the candidates have been obtained as per Central Category List. For the counselling and admission on seats other than 15% All India Quota Seats, candidates will register for counselling as per their eligibility by giving the category based on the State category list and merit list will be prepared accordingly by the concerned Counselling The domicile criteria would be as per the State concerned and NTA has no role to play in it. During counselling, the eligibility criteria, self-declaration, various documents, etc. of the eligible candidates shall be verified as per norms specified by the respective authorities and/or Medical/Dental Colleges.
Note: All the medical colleges in India, excluding AIIMS and JIPMER institutions, will take admissions on the basis of NEET 2024 marks. Candidates who have qualified the exam can start preparing for All India and State level NEET 2024 counselling sessions for the admission. For government medical colleges, counselling for 15% of the seats is conducted by MCC and for the rest, 85% seat counselling is done by the state counselling authorities. For deemed and central universities the counselling for 100% seats is done by the MCC. On the other hand, counselling for admission to private and self-financed colleges is completely done by the respective state counselling authorities or committees.

- Candidates must qualify NEET UG 2024 to participate in the counselling of NEET UG 2024. In order to qualify the NEET UG exam, candidates will be required to secure the minimum required percentile which is given in the table below category-wise.

- All the candidates who are allotted an All India Rank will be considered eligible for the counselling process.
- Candidates belonging to the state of Jammu and Kashmir are not eligible till further notice for the counselling of 15% All India Quota seats.
- The candidates those who will register for the counselling process will be considered eligible for participation into NEET UG 2021 Counselling
- Admission to Deemed Universities/Central Universities/ESIC including DELHI UNIVERSITY (DU), BHU & AMU will be conducted by DGHS and reservation policy will be as per rules and regulations of the concerned University or Institution. Candidates should register on MCC website for admission to Deemed / Central University/ ESIC and AFMC.
- Admission to AFMC, Pune shall be subject to the norms prescribed by the Directorate General of Armed Forces Medical Services, Ministry of Defence, Government of India. Candidates who apply for NEET (UG) – 2022 and/or for seeking admission in AFMC will also have to apply to AFMC on www.afmc.nic.in/afmcdg1d.gov.in. The short listed candidates will be required to appear for a second stage Screening Test conducted by AFMC. Candidates are advised to contact AFMC for further and exact details. The counselling will be conducted by DGHS.
NEET UG 2024 Seat Reservation

NEET UG Counselling 2024 – Step-wise Procedure
Registration
Step 1 – New User Registration
- Candidates need to click on the link given above to register for NEET UG counselling 2024. Submit details like the stream (Medical/Dental), NEET UG roll no., application no., candidate’s name, birth date, security pin etc and click on ‘Submit’ button. The agreement page will be displayed on the screen and aspirants will have an option to click on ‘I Agree’ or ‘I Don’t Agree’. If the candidates want to continue with the application process, then they will be required to click on ‘I Agree’ button. The login credentials will reflect on the screen. Candidates will now be asked to take a note of the login credentials and the password which should be protected with a security question.
Step 2 – Submission of Personal Details
- In this step of NEET UG counselling 2024, candidates will be required to submit details like mother’s name, father’s name and address details of the candidate. Click on ‘Submit’ button. It must be noted that these details cannot be changed by the candidates afterwards, therefore, the information provided should be similar to the documents candidates will submit at the time of admission.
Step 3 – Payment for Counselling
- Candidates will be required to submit non-refundable registration fee and refundable tuition fee. The fees can be paid through an online medium like Credit/Card/Debit Card/Net Banking. The below table will acquaint candidates with the amount of fee that they will be required to submit-

Step 4 – Registration Slip
- After the successful submission of details, the registration slip will be displayed on the screen which can be printed as it will be useful in the further admission process. To continue with the process, click on the ‘Login’ button.

Step 5 – Available Choices
- The ‘Available Choices’ link will be enabled as and when the counselling process starts. On the left side of the screen, the available choices will be displayed on the screen. Candidates who will submit the fees for both 15% AIQ/Central Universities and Deemed Universities will be eligible to apply for both the category of seats.
Step 6 – Selecting the choices
- Candidates need to click on the ‘+’ button available with each preference to select the choices. As the candidates select a particular preference, the choices will be transferred from the left-hand side of the screen to the right-hand side. After selecting choices, candidates will be asked to click on ‘Save & Continue’ button to save and continue with the process or ‘Save & Go to Home Page’ button to save the options and exit.
- Candidates can move up, move down and delete the choices. The upper arrow and the down arrow will move the choice up or down respectively by one step. The delete option will delete the selected choice. Aspirants can also click on a selected choice and drag it to a particular choice interchange the choices.
Choice Locking
Step 7 – Choice Locking
- It is mandatory to lock the choices for the final submission of preferences in NEET UG 2022 counselling. The choices can be modified until they are locked. If in case, candidates do not lock the choices then the filled choices will be considered final and will automatically get locked on the notified date.
Step 8 – Take a Printout
- It is advisable to take a printout of the filled choices as it could be beneficial for candidates in the further NEET UG counselling process. If the candidates have not locked their choices then also they can take a printout of the choice preferences after the choice locking process is over.
Step 9 – Seat Allotment
- After every round of counselling, the seat allotment result will be declared. NEET counselling result, released in the form of the seat allotment list and seat allotment letter, will release the seat allotted to the candidates. Candidates can check their name, roll no., allotted category, candidates’ category, allotted college, quota and course in the NEET seat allotment list. The seat allotment letter is an important document which needs to be submitt at the time of reporting to the allotted college along with other mandatory documents.
Step 10 – Reporting to the Alloted College
- Candidates should be report to the allotted college to complete the admission formalities. At the time of reporting to the allotted college, candidates must submit the original copy of the mandatory documents as given below
DOCUMENT REQUIRED
Original documents (along with attested photocopies of documents) for admission to undergraduate medical courses for admission to 15% of total seats on All-India basis required at the time of joining in allotted Medical / Dental College are as mentioned below.
- NEET 2024 Admit Cards of Exam issued by NTA.
- NEET 2024 Result/ Rank letter issued by NTA.
- Date of Birth Certificate (if Metric Certificate does not bear the same)
- Class 10th Certificate
- Class 10+2 Certificate (Vi). Class 10+2 Marks Sheet
- Eight (8) Passport size photograph same as affixed on the application form.
- Provisional allotment letter generated on-line.
- Proof of identity (Aadhar/ PAN/ Driving Licence/ Passport)
If applicable:
- SC/ST Certificate issued by the competent authority (in the standard format as specified in the prospectus/information bulletin) and it should be in English or Hindi in language. Sub caste should be clearly mentioned in the certificate. Some of the States insist for English version of Caste Certificate. In case the certificate is in regional language the candidate should carry a Attested translated copy of the certificate in English/ Hindi.
- OBC certificate issued by the competent authority. The sub- caste should tally with the Central List of OBC. The OBC candidates should not belong to Creamy Layer to claim OBC reservation benefit. The OBC certificate must be in the standard format as mentioned in the prospectus/ Information Bulletin.
- Disability Certificate issued from a duly constituted and authorized Medical Board for 21 Benchmark Disabilities as per the Rights of Persons with Disability Act 2016 (RPWD Act, 2016). (Please see clause 10.1 of Information Bulletin of AIPMT/NEET for admission to MBBS/BDS Courses, published by Central Board of Secondary Education (CBSE) for details). No other PH certificate, issued by any other Authority/Hospital will be entertained. (Candidates are advised to see college information, of allotted college for, any other document which may be required by the allotted college)
NOTE: Candidates without original certificates/documents shall not be allowed to take admission in allotted Medical/ Dental College. Candidates who have deposited their original documents with any other Institute/ College/University and come for admission with a certificate stating that “their original certificates are deposited with the Institute/College/University” shall not be allowed to take admission in allotted Medical/Dental College.
NEET Counselling 2024 – Registration Fee and Forfeiture
All candidates will have to pay two kinds of fee at the time of registering for either 15% All India Quota/Central University Quota or Deemed University Quota. A non-refundable registration fee of INR 1,000 will be charged from all Unreserved candidates (INR 500 in case of SC/ST/OBC/PH candidates) to participate in All India Quota counselling and Central University counselling. For Deemed Universities, a non-refundable registration fee of INR 5,000 will be charged from all the candidates. Those who wish are participating in both All India Quota and Deemed University counselling will have to pay the higher non-refundable registration fee of INR 5,000. Apart from this, a refundable registration fee will also be charged. For 15% All India Quota seats and Central University seats, the refundable registration fee will be INR 10,000, while for Deemed Universities, it will be INR 2,00,000 as introduced through a Gazette of India notification published by the Medical Council of India (MCI) on May 18, 2018. As per the notification, certain amendments were made to the Regulations on Graduate Medical Education, 1997 (to be referred as ‘Regulations on Graduate Medical Education (Amendment), 2018’). Candidates who wish to leave either of these seats without joining, then their refundable registration fees will be forfeited. In case, they join these seats, their fees will be adjusted against the tuition fee but they will not be allowed to exit or participate in any other counselling process.
Note:
- All India Quota Seats (15%) remaining vacant after last date for joining i.e. (To be announced later on the website 2024) of the present Admission year will be deemed to be converted into State Quota.
- Institute/college/courses permitted after (To be announced later on the website 2024) will not be considered for admission/ allotment of seats for current academic year.
- In any circumstances, last date for admission/joining will not be extended after To be announced later on the website 2024.
- For the purpose of ensuring faithful obedience to the above time-schedule, Saturday, Sunday or Holidays (except National Holiday on account of Independence Day, 15th August) shall be treated as working days.

Q.: What does exit with forfeiture mean in 2nd round of counselling?
Ans: Exit with forfeiture means if a candidate allotted a seat in 2nd round of counselling and does not want to join the allotted seat he can still exit with forfeiture (losing security amount deposited) and once candidate joined the allotted seat would not be eligible for resigning/surrender of joined seat.
Q.: Who are eligible for 2nd Round of allotment?
Ans: Candidates eligible for seat allotment in 2nd round would be from one of the following groups: Group–I: Registered candidates who did not get any seat allotment in the 1st round.
Group-II: Registered candidates who have secured seat under reserved quota & whose 1st round of allotted seat got cancelled during the document verification on reporting for admission will be considered for allotment of seat in the next round of seat allotment, with changed Category, subject to availability of seat in respective category.
Group–III: Candidates who have reported at allotted institute during 1st round of allotment and submitted willingness for second round up-gradation as Yes.
Group- IV: Candidates who have been allotted a seat but Not Joined. Group V: Candidates who have resigned from the allotted seat of first round.
Q.: Who are not eligible for 2nd Round of allotment?
Ans: Candidate who has become non eligible due to having inadequate documents as per Eligibility Criteria.
Q.: What is the procedure for Second round (round-2)?
Ans: 2nd round of Counseling:
- Fresh set of seats gets added to the system (seats available during round-1), if any, which is due to latest approvals of MCI/DCI (increase in admission capacity of existing Medical/Dental College/ starting of new Medical/Dental college).
- Further, the conversion of seats is also carried out during the round-2 of seat allotment for AIQ and Mop Up Round for Deemed Universities and accordingly, the candidates are required to be shown all choices (seats available and likely to be available) which are against vacant, newly added seats, virtual vacancies which are likely to get vacated during up-gradation and also during the conversion of seats as per the following algorithm:
- ST (PH) -> ST
- SC (PH) -> SC
- UR (PH) -> UR
- OBC (PH) -> OBC
- ST -> SC
- SC-> UR
- The choices of candidates, who have submitted option for participation in the second round during the reporting period for the first round seat allotment, would be initialized (the choices remaining after allotment, submitted before round-1 will stand cancelled), and candidates are required to submit fresh choices online during the time the window is open for the same. Choices which were filled during 1st round of choice filling will be null & void.
- All eligible candidates (as shown below) who desire to take part in second round & Mop Up Round of online allotment will have to submit fresh choices during choice submission period and lock the choices during period of locking.
- There will not be any indicative allotment in Round-2 of allotment, locked choices of the candidates would be processed and result will be published. Those candidates, who do not submit fresh choices for the round-2 counseling, would not be considered.
Q.: After I join Second Round of Counseling of 15% AIQ can I leave/ Resign to join State Quota/ Private College seat?
Ans: Once you join second round seat from 15% All India Quota, you will not be allowed to vacate from allotted 2nd round seat as per direction by Hon’ble supreme court in WP(C) (267/2017) dated 09/05/2017.However if you are allotted a seat in Second Round in AIQ/ Deemed you can Exit with Forfeiture of security amount.
Q.: Where and when this security amount will be refunded?
Ans: This fee will be refunded to the institution where the candidate has taken admission and will be adjusted against the first year annual fee. In case, candidate is not allotted any seat in all rounds of counselling including stray vacancy round, the fee will be refunded in the account provided by the candidate at the time of registration. Security fee will be refunded only after the completion of counseling.
Q.: Who are eligible for “Exit with Forfeiture” option?
Ans: Candidate who has been allotted a seat in Round II but does not report at the college may Exit with Forfeiture. ( i.e. The refundable security amount will not be refunded in such a case).
Round I joined candidate who has not been Upgraded in Round II may resign his seat allotted in Round I within two days of Round II Result announcement failing which he will be considered as part of joined candidates for Round 2 and rules will apply accordingly and such candidate will be not be allowed.

NEET UG 2024 Admissions
An All India Merit List of the qualified candidates shall be prepared on the basis of All India Rank in the Merit List of the NEET (UG) – 2024 and candidates shall be admitted to MBBS/BDS Courses from the said list only by following the already existing reservation policy. NTA will provide All India Rank. Admitting Authorities will invite applications for counselling and merit list shall be drawn based on All India Rank by the Admitting Authorities. Admission to MBBS/BDS Courses within the respective categories shall be based solely on All India Rank as per merit list of NEET (UG) – 2024.
Admissions to all seats of MBBS/BDS will be done through NEET (UG) – 2024. Following are the seats available under different quotas:
- All India Quota Seats
- State Government Quota Seats
- Central Institutions/Universities/Deemed Universities
- State /Management /NRI Quota Seats in Private Medical / Dental Colleges or any Private University
- Central Pool Quota Seats
NEET UG 2024 Admission in State Medical Colleges /Universities/Institutions/private medical colleges for seats other than 15% All India Quota
- Admission under State Quota Seats shall be subject to reservation policy and eligibility criteria prevailing in the State / Union Territory as notified by the respective State/Union Territory from time to time.
- The reservation of the seats in medical colleges for respective categories shall be as per applicable laws prevailing in State/Union Territory concerned.
- Admission to MBBS/BDS Courses in Private Medical Colleges shall be subject to policies of the Government of India/State/Union Territory.
Admission to Deemed Universities/Central Universities/Seats of ESIC and AFMC including BHU & AMU
- Admission to Deemed Universities/Central Universities/ESIC including DELHI UNIVERSITY (DU), BHU & AMU will be conducted by DGHS and reservation policy will be as per rules and regulations of the concerned University or Institution. Candidates should register on MCC website for admission to Deemed / Central University/ ESIC and AFMC.
- Admission to AFMC, Pune shall be subject to the norms prescribed by the Directorate General of Armed Forces Medical Services, Ministry of Defence, Government of India. Candidates who apply for NEET (UG) – 2024 and/or for seeking admission in AFMC will also have to apply to AFMC on www.afmc.nic.in/www.afmcdg1d.gov.in. The short listed candidates will be required to appear for a second stage Screening Test conducted by AFMC. Candidates are advised to contact AFMC for further and exact details. The counselling will be conducted by DGHS.
NEET UG 2024 Reservations
NEET UG 2021 Reservation of seats in Government Medical colleges under 15% All India Quota
- 15% seats are reserved for SC candidates,
- 10% seats are reserved for EWS candidates.
- 7.5% seats are reserved for ST candidates,
- 27% seats in Central Educational Institutions are reserved for OBC candidates only as per Central Educational Institutions (Reservation in Admissions) Act, 2006. Reservation would be applicable to the castes mentioned in the Central list of OBC. Thus, the candidates falling in this list may mention OBC in the Category Column in application form. Candidates from creamy layer and those who do not come under Central List of OBC are advised to mention their category as Unreserved (UR).
- Candidates under PwD category as per MCI guidelines: 5% seats of the annual sanctioned intake shall be filled by candidates falling under Persons with Bench Mark disabilities as per MCI Guidelines/ Regulations in accordance with the Rights of Persons with Disabilities Act, 2016. If the seats reserved for the persons with disabilities in a particular category remain unfilled on account of
- unavailability of candidates, the seats would be included in the Annual Sanctioned Seats for the respective category.
- Candidates are required to consult the website of MCC (www.mcc.nic.in) and MoHFW (www.mohfw.nic.in) for latest information in this regard.
- Candidates who consider themselves eligible for this category are advised to ensure their eligibility by getting themselves examined at any Government Medical College/District Hospital/Government Hospital. However, candidates may kindly note that in case of selection under PwD category, they will be required to produce Disability Certificate from one of the Disability Assessment Boards, constituted at the following four metro cities, before their scheduled date of counselling:

- Reservation will be made as per 2200 point reservation roster. The mode of implementation of reservation will be available on DGHS website- www.mohfw.gov.in and on MCC website www.mcc.nic.in
